Ethics approval and consent to participate
: The ethics approval was not required as the study was conducted under the MoPH’s authorities. All data used in this study were from one of the national routine surveys or administrative data collected by the government agencies, which are not required to obtain signed consent forms from survey respondents or the workshop participants. The study is a health policy and systems research with only secondary data analyses. There is no collection of human tissues, clinical data, or private data of any individuals. No vulnerable persons or groups were involved in the group model building process. However, the researchers strictly followed the confidentiality requirement as mandated by Thailand’s Statistics Act 2007, so all individual information was strictly kept confidential and not reported in the paper. The waiver is consistent with The International Ethical Guidelines for Health-related Research Involving Humans (2016) of The Council for International Organizations of Medical Sciences (CIOMS) and the World Health Organization (WHO).
