: The information presented in this article drew on a selective review of relevant literature in both peer-reviewed publications and "grey" literature and an in-depth desk review of project documentation, including the project proposal, routine project reporting, midline, and end-line reports, journal articles previously published on program data, and program monitoring and evaluation data.
