: Ethical clearance with Ref No. DA.282/298/01.C/ was obtained from the Institutional Review Board (IRB) of the Muhimbili University of Health and Allied Sciences (MUHAS). The MUHAS-IRB also waived informed consent since the study only planned to extract health utilization and cost data from the hospital records. Permission was also sought from Muhimbili National Hospital to be allowed to conduct the study on their premises. All methods were carried out in accordance with relevant guidelines and regulations.
