: The ethical approvals for this Delphi study were obtained from Griffith University (Reference No. GU/HREC 2024/861) and the Ambo University College of Health Sciences and Referral Hospital (AU/CMHS-RCS/02/2025). Confidentiality and privacy of the participants were ensured by obtaining informed consent, removing personal identifiers, and assigning unique codes to the participants.
