: This project was granted a Certificate of Exemption from Ethics Review by the Department of Health Single Joint Research Ethics Board on 27 February 2023, Protocol No. SJREB-2023–26. The research involved consultations and workshops with stakeholders from various sectors, all of whom participated voluntarily and were informed about the purpose and scope of the workshops. Participants were invited through official channels, and their involvement was based on their professional roles and affiliations within the Philippine health research system. All data utilized in this study were aggregated and anonymized to ensure confidentiality.
