: This study was ethically approved by the Human Research Ethics Committee at La Trobe University of Australia (HEC21241) and the Health Research Ethics Committee at The Universitas Airlangga in Indonesia (2372-KEPK). The permissions to involve health professionals as participants were approved by the city council of Surabaya (070/25/Q/RPM/436.7.17/2021, 070/261/S/RPM/436.7.15/2022) and the city department of health (072/35305/436.7.2/2021, 072/3237/436.7.2/2022). All participants were contacted and provided with digital copies of information about the study and consent forms before FGD. Individual consent was obtained from each participant, ensuring the HCPs voluntary participation. Pseudonyms were then used in data analysis to preserve confidentiality and respect their rights and privacy.
