: Although this paper is based on a policy dialogue analysis and did not involve any individual patient data or clinical interventions, yet the protocol obtained approval by the Institutional Review Board of the Health services Academy, Islamabad (letter no. F.1003-1/HSA/ORIC&WA-2025), in accordance with the guidelines laid down in the principles of Declaration of Helsinki. An informed written consent form preceded the policy dialogue, explaining the purpose, voluntary nature of participation, and assurance of anonymity while reporting the deliberations of the dialogue. Participants were informed that they could withdraw at any time prior to submission by closing the form without saving their responses. All data used in the analysis were de-identified and coded to ensure confidentiality.

: All participants consented to the publication of anonymised dialogue findings. No individual identifying information is included in this manuscript.
