Ethics approval and consent to participate
: The Makerere University School of Public Health Higher Degrees, Research, and Ethics Committee, the Uganda National Council for Science and Technology, and the University of California San Francisco Committee on Human Research approved the study protocol. The Human Investigation Committee at Yale University approved the study for analysis. Because the work was part of government-sponsored quality improvement activities involving accepted standards of care, and because patient data were anonymized for analysis, the research and ethics committees waived the requirement to obtain individual informed consent.
