: The study protocol was reviewed and approved by the Higher Degrees, Research and Ethics Committee of Makerere University School of Public Health (Protocol 729). The study was approved and registered with the Uganda National Council for Science and Technology. Permission to conduct the study was obtained from the Office of the Prime Minister and the Chief Administrative Officers in the three districts. All study participants received a detailed information sheet and provided written consent for the interview and digital recording. The researchers informed each KI of the voluntary nature of the information and their rights as study participants.
