: Ethical approval was not required for this work because it comprised expert consultation and co-design to refine a methodological tool and did not involve human-subjects research. Advisory board members were invited for their professional expertise; they were not the object of study and no sensitive data was collected or analyzed about the individuals, and therefore no identifiable sensitive individual-level information is reported. Experts participated under a paid consultancy arrangement and could decline or discontinue involvement. All advisory board members were informed of the purpose of the activity and the intention to publish the resulting methodology, and they consented to participate. Feedback was used only in de-identified, aggregated form to refine the methodology.
