: This study was conducted in accordance with ethical principles governing research involving human participants, including the principles outlined in the Declaration of Helsinki. The interviews were conducted as an integral component of Africa CDC’s institutional Health Economics Roadmap and Strategic Plan development process. All key informants were fully informed of the study’s objectives and provided verbal informed consent prior to participation, including consent for the use of anonymised quotations in academic publications. Participants are identified solely through anonymised codes (Code 01 through Code 12). Given that this study involved interviews with professional staff in their institutional capacity, collected no sensitive personal data, and posed no foreseeable risk of harm, formal ethics committee review was not required, consistent with established guidance on low-risk qualitative research in professional institutional settings.
