: INSEF was approved by the Portuguese National Data Protection Commission, by the Ethical Committees of INSA, of the five mainland Regional Health Administrations and of the two Autonomous Regions.All INSEF participants signed an informed consent form prior to their participation.All fieldwork team members gave their consent to the recording of the meetings and to participate in the interviews. Links for the questionnaire were sent to the fieldwork team members and by answering they consented to the use of the data.
