: Ethical clearance for this study was obtained from the Institutional Review Boards (IRBs) of five Public Health Institutes spanning four regions (Amhara, Oromia, Sidama, and Somali) and the Addis Ababa City Administration. Informed consent was secured from all participants, and confidentiality was rigorously maintained. The study adhered to ethical guidelines in accordance with the Declaration of Helsinki and national regulations. Administrative support was provided by the Federal Ministry of Health, regional health bureaus, and primary healthcare institutions. During data collection, participants were approached privately, given detailed information about the voluntary nature of their participation, potential risks, and benefits, and assured of their right to withdraw at any time without needing to provide a reason.
