: Ethical approval for conducting the IR was obtained from: the Institutional Review Board (IRB) at the MoH (MoH REC/2022/320 and MoH/REC/2023/469), the MoE (IRB protocol number 6918|10/3), the IRB at Jordan University of Science and Technology (IRB protocol number 52/143/2021), and the Health Sector Working Group research committee. The study was conducted in accordance with the ethical principles outlined in the Declaration of Helsinki. All participants were informed about the purpose of the study, assured of confidentiality, and provided written consent prior to participation. : Consent for publication was obtained from all participants involved in qualitative interviews and focus group discussions. No identifiable personal data are presented in this manuscript.
