: This study involved voluntary participation of professionals and community initiative leaders and did not include the collection of personal or sensitive data from individuals. Information collected during the field testing phase concerned organisational characteristics of community initiatives rather than personal information. In accordance with institutional and national guidelines for low-risk research involving professionals and organisational data, formal ethical approval was not required. All procedures were conducted in accordance with relevant guidelines and regulations, including the principles of the Declaration of Helsinki. All participants were informed about the purpose of the study, assured of confidentiality, and provided verbal informed consent prior to participation. Participation was voluntary, and participants could withdraw at any time without consequence.
