Ethics approval and consent to participate

: This study assesses impact of a national capacity-building strategy and reports medicines management data collected by MMS in their roles as district employees. The study did not involve or use human subjects or identifiable personal data, human tissue, or animals and thus did not require ethical approval or a waiver. The study was implemented with the permission of and in collaboration with the Ministry of Health, the district health officers, the facility in-charges, and the MMS, and all information was kept anonymous. All authors of the manuscript have read and agreed to its content and are accountable for all aspects of the accuracy and integrity of the manuscript in accordance with ICMJE criteria.
