Ethics approval and consent to participate
: The study assesses the impact of a national capacity-building strategy on AMU and reports on AMU data collected by MMS in their roles as district employees. The study did not involve human subjects or use identifiable personal data, so did not require ethical approval according to policies of the Uganda National Council on Science and Technology. The study was implemented with the permission of and in collaboration with the Ministry of Health, DHOs, facility in-charges, and the MMS. All information was kept anonymous. The study was classified and approved as Not Human Subjects Research by the Harvard Pilgrim Health Care Institutional Review Board. All authors of the manuscript have read and agreed to its content and are accountable for all aspects of the accuracy and integrity of the manuscript in accordance with ICMJE criteria.
