Ethics approval and consent to participate: This study was conducted in accordance with principles of Indigenous data governance and respectful research engagement. The project was co-developed with the California Public Domain Allottee Association board members and California Indian Legal Services staff, and centered transparency about research goals and deference to cultural protocols. No individual-level personal information was collected. Community knowledge shared in the course of this work is reported only with permission and in a manner that protects cultural confidentiality. The authorship team adhered to CARE Principles for Indigenous Data Governance, FAIR Guiding Principles for scientific data management and stewardship, and followed all guidance provided by Native partners.
