Ethics approval and consent to participate
: The Department of Veterans Affairs’ Central Institutional Review Board (CIRB; #09-05) approved the conduct of the study and provided regulatory oversight. We conducted a verbal consent process with the internal regional facilitators prior to conducting semi-structured qualitative interviews. The CIRB approved a waiver of documentation of informed consent because the research involved no more than minimal risk of harm to participants and involved no procedures for which written consent is normally required outside of the research context.
