: This study complied with the Declaration of Helsinki and was approved by the Swedish Ethical Review Authority (ref: 2020–06956). The study was conducted in agreement with the Chief Executive Officer (CEO) of the Integrated Healthcare Administration (IHA) in Region Örebro, who consented to include primary healthcare centers (PHCC) within her jurisdiction. The CEO participated in the Advisory Board together with the vice CEO and the CEO of the Healthcare Choice Administration (HCA), and signed letters of intent. Once a PHCC manager agreed to participate, they provided their signed written consent.
