: Informed consent was obtained from registered hospitals for research approval to collect data in the program. This project was approved by the Biomedical Research Ethics Committee of Peking University First Hospital. All guardians will be fully informed about this study who will receive written information and sign a consent form before recruitment. The findings and results of this study will be shared among the participating hospitals and published in academic conferences and peer-reviewed journals, with policy briefings prepared for stakeholders and leaders at the local, provincial and national levels.
