: Ethical approval was granted from the Office of the Sierra Leone Ethics and Scientific Review Committee on 24th January 2022 and from the King’s College London, UK, Research Ethic Committee on 27 January 2022 (reference: HR/DP-21/22–27014) for CRADLE-5 trial, which was carried out in accordance with the declaration of Helsinki, and included policy lab workshops. Participants provided consent to being photographed and voice recorded during the event, including interviews.
