: The need for ethics approval and consent to participate was waived by Lancaster University’s Faculty of Health and Medicine’s Research Ethics Committee as the research did not involve human participants, human material, or human data. The research committee advised that as all workshop collaborators were considered part of the research team (as opposed to being ‘participants’), formal ethical approval was not necessary although ethical principles such as transparency of purpose and voluntary participation were considered important aspects of the ToC generation process. All methods were carried out in accordance with guidelines and regulations as stated in Lancaster University’s Code of Practice and University UK’s Concordat to Support Research Integrity, which are both consistent with the Declaration of Helsinki. Approval was given from the host service provider (North West Ambulance Service) for this to be considered a service development project (NWAS_EVAL_0056 approved 3/5/22).
