: Study data were obtained by accessing different official compulsory administrative health records (the Nursing home residents information system and ED database) and come from the Health Information System of Piedmont Region, designed and administered to comply with the regional, national and European regulations regarding the protection of personal data and used in support of the evaluation and monitoring activities of Piedmont Region. No direct identifier is present in the system; moreover, the data treatment phases have been exclusively performed by operators of the regional epidemiology network (of which Unit of Epidemiology, Regional Health Service, Local Health Unit TO3 is a node), in charge of the processing of anonymized data to support regional evaluation, as stated in the Regional regulation (DGR 10 January 2012, n. 3–3259 – ‘Disciplinary of the modalities of access to the regional health information assets’). Unit of Epidemiology, Regional Health Service, Local Health Unit TO3 was authorized to access the data by Resolution n. 976 of 20 November 2014′ Governance of the Regional Health Information System - Role and operating methods of the Epidemiology network” by the Health Department - Health Information Systems Sector. The cooperation between the units involved in this study is regulated by a formal agreement in which it is specified that personal data treatments are carried out in compliance with the current rules set out in EU Regulation 2016/679 and the current legislation on the Protection of Personal Dataset out in Legislative Decree 101/2018 as well as Legislative Decree 196/2003 and subsequent amendments and additions. Our study used statistical and aggregate data that were shared according to the current deontological rules for the processing of National Statistical System data for scientific research purposes, in accordance with the provisions of art 5 ter of Legislative Decree 33/2013 as amended by Legislative Decree 97/2016 and Legislative Decree 101/2018. Therefore, ethics committee approval is not required and unnecessary.
