: Outbreak investigations are considered public health emergencies, and are considered by China CDC’s Ethical Review Committee to be exempt from IRB review. Individual identifying data were not retained in analytic data sets and individual identifying information is not included in the manuscript. Blood specimens obtained during the investigation were obtained as part of standard procedures for investigation of a suspected measles outbreak.
