:
: We sought permission to use the routinely generated program surveillance data from the Uganda Ministry of Health. In addition, we received a project determination as non-research and clearance from the Centers for Disease Control and Prevention (CDC) to undertake this evaluation. The data provided was aggregated and did not have any individual patient details hence there was no requirement for patient informed consent. We used aggregated routinely generated surveillance data. This was not primary research and no methods were deployed except extracting the data. There was no need for ethics approval by an IRB because we used aggregated data and the activity was not human subjects research.
