: This study was reviewed and approved by the Government of Rajasthan state which own the data and provided the datasets. The Johns Hopkins Bloomberg School of Public Health Institutional Review Board (IRB) reviewed the activities and determined them to be not human subjects research and thus not requiring IRB oversight (IRB No: 00005529). The Johns Hopkins Bloomberg School of Public Health IRB is one of Jhpiego’s designated IRBs of record as documented with the U.S. government’s office of human subject’s protection. All data used in this study were routinely collected and reported by public health facilities to the Government of Rajasthan; the datasets provided by the Governments of Rajasthan was de-identified; hence informed consent was not required [CitationRef removed].
