: The 1987, 2010, and 2016–17 survey protocols, consent forms, and data collection instruments were reviewed and approved by the National Ethics Committee for the Protection of Human Beings Participating in Biomedical and Behavioral Research in Burundi and the Institutional Review Board of ICF International. In addition, data were collected after informed consent was obtained from the participants and all information was kept confidential. For this study, permission was given by the MEASURE DHS program to access and download the three datasets after reviewing a short summary of this study submitted to the MEASURE DHS program via its website [CitationRef removed].
