: All methods for this study were performed in accordance with relevant guidelines and regulations. We obtained permission to use this HMIS data from the Ministry of Health (MoH) Uganda which is the custodian of the data. The Uganda Public Health Fellowship Program is part of the National Rapid Response Team, and has been granted permission to access and analyse surveillance data in the DHIS-2 and other data such as survey and field investigation data to inform decision making in the control and prevention of outbreaks and public health programming by the MoH. The MOH has also granted the program permission to disseminate the information through scientific publications. Additionally, although our training program (Field Epidemiology Training Program, or Uganda Public Health Fellowship Program) does not receive publication support from the US government, the fieldwork itself is funded by US government funds. Because of this funding source and because the funding is earmarked for ‘non-research’ work, all of our work needs to be reviewed by US CDC to determine if it is research or not research. The US CDC issued documentation (a non-research determination form) that categorized this work as non-research, and therefore exempted it from full IRB review. The primary intent of this analysis was improving public health practice. The study protocol for this analysis was reviewed in accordance with the Declaration of Helsinki and the CDC policy. This study utilized routinely reported aggregated surveillance data that did not have personally identifying information. We stored the data in password-protected computers which were only accessible by members of the study team.
