: This study hasbeen performed according to the 1964 declaration of Helsinki. Ethical clearance and approval was obtained from the Ethical Scientific Committee of the University of Rwanda (IRB: No 365/CMHS IRB/2019). Permission was purchased to use the ASQ-3 assessment tool from the publisher. Official letters were written to each respective health facilities and permission to conduct the study was obtained from the responsible authorities. Written informed consent was obtained from the mothers/caretakers and confidentially was ensured. Respondents had the right to not participate in, or withdraw from the study at any stage, and subjects did not receive any incentive for this study.
