Ethics approval and consent to participate
: The development of progression criteria is part of a service evaluation process. The Health Research Authority have confirmed that monitoring and implementation evaluations of Better Start Bradford interventions (i.e. evaluations using intervention monitoring data and qualitative work) are service evaluation, not research, and as such do not require review by a Research Ethics Committee (HRA decision 60/88/81). As such, verbal consent was ascertained by agreement to attend workshops.
