Ethics approval and consent to participate
: This outbreak investigation was approved by the National Disease Surveillance Department of the Ghana Health Service. The investigation was conducted by a public health agency in accordance with the Integrated Disease Surveillance and Response (IDSR) guidelines of surveillance, outbreak investigation and response. The investigation was a response to a public health emergency conducted by the Ghana Health Service which is mandated to investigate and respond to outbreaks in humans in Ghana. Under the IDSR guidelines, all procedures for interviewing and obtaining samples for testing in this outbreak investigation posed minimal risk and were obtained as mandated operational activities of local health workers after informed consent from adult case-patients and parents or legal guardians of those aged less than 18 years. Permission was obtained from the school authorities prior to the investigation. No formal ethical approval was required for these processes and to publish this data.
