Ethics approval and consent to participate
: For this study, ethics approval was deemed unnecessary because the only research activity that involved human subjects falls into one specific exemption category as defined by the Common Rule (Code of Federal Regulations 45CFR46 Subpart A §46.104) [CitationRef removed]. According to the Ministry of Health of Vietnam’s Institutional Review Board regulations (IRB00007690 and FWA0002280), ethics approval is deemed unnecessary for this study. The actors provided their verbal consent during an in-person briefing in which they received all the relevant information about the exercise and had the opportunity to ask questions about their participation. The overall exercise plans were approved in advance by the MOH and relevant authorities/organizations where the exercise activities took place.
