: We used routine surveillance data reported by districts to the MoH for this analysis. The data is aggregated with no identifying information. The US Centres for Disease Control and Prevention (CDC) provided non-research determination for this analysis. We also sought and obtained permission from MoH to use the data. All protocols for this project were reviewed in line with the US CDC policy by the US CDC human subjects’ review board in accordance with the declaration of Helsinki. All methods were carried out in accordance with the relevant guidelines and regulations.
