: Ethical clearance for our study was granted by the National Health Research Ethics Review Committee of the National Institute for Medical Research (NIMR), Tanzania (<b>Ref: NIMR/HQ/r.8a/Vol.IX/3350)</b>, the WHO, Geneva <b>(ERC.0003284)</b> and the London School of Hygiene and Tropical Medicine (<b>LSHTM/A/18058</b>). We obtained written consent and provided detailed information about the study to all interviewed stakeholders (including those who were interviewed through virtual platforms) prior to the interviews. For the interviews where a stakeholder invited a colleague(s) to sit on the interview, each of these signed their own informed consent form. To maintain the respondents’ confidentiality and anonymity, personal identifiers were removed from the transcripts. There were no payments made for participation in the study. All methods were carried out in accordance with the relevant guidelines and regulations.
