: VHA Handbook 1058_05 (VHA 2011) provides guidance about authorization of manuscripts that have been developed through non-research activities (ie, without institutional review board (IRB) approval under the authority of VHA operations). All VHA authors of this manuscript attest that the activities that resulted in producing this manuscript were not conducted as part of a research project, but as part of the non-research evaluation conducted as part of a VA Quality Enhancement Research Initiative. The status of this work as quality improvement and not research was also confirmed following review by the Research and Development Committee at the Durham VA Health Care System. Because the Group PT program was a clinical service rather than a research-based intervention, informed consent was not required from participants.
