: The research was performed in accordance with the Declaration of Helsinki. The ethical approval for the study was obtained from the ethical board of Finnish Institute for Health and Welfare (THL/1447/6.02.01/2021). In addition, research approval was applied for the organizations that requested it. Participation in the Time Measurement Survey was voluntary for the units. Employees documented their work time allocation as part of normal work. The participants were informed / reminded about the voluntary nature of the other surveys in the beginning and end of the surveys. In addition, participants were informed that their responses would be used for publication purposes. If a participant returned the survey, this was seen as an informed consent to participate.
