Ethics approval and consent to participate
: Our project constitutes a surveillance system evaluation, whose aim it was to assess if the system responds to its objectives and how it could be improved if necessary. As such, research ethics committee approval was not required. The necessary permissions were obtained from the Ministry of Health at national as well as regional level. All interviewees were employees of the Ministry of Health, half of them were interviewed face-to-face, the other half by phone. The purpose of the project was explained to them beforehand and their verbal consent was obtained prior to collecting responses on their surveillance related activities. Last but not least, no names were recorded and all analysed data were anonymous.
