: The current study received a public health non-research determination from the ethics committee of Centers for Global Health (CGH) in Centers for Disease Control and Prevention (CDC) mentioning that the activity is not human subjects’ research and hence waived the need of informed consent. Further approval was secured from the ethics committee of CGH-CDC for the current study (approval number: CGH-ETH-3/23/20-0581a). Human subjects were not directly involved, and only aggregate HIV program data were used in this analysis. The analytical work was considered non-human subject research as only anonymous and aggregated secondary data available in the public domain or accessible on request were used in the manuscript. All the interventions and methods described in the manuscript were performed in accordance with the relevant guidelines and regulations of the routine health services implementation in Ethiopia.
