: All methods were performed in accordance with the relevant guidelines and regulations. The University of Zambia Biomedical Research Ethics Committee reviewed the study protocol and determined that it did not qualify as human-subjects research and was therefore exempt from ethical review (REF NO. 001–03-22). University of Zambia Biomedical Research Ethics Committee has waived the requirement of informed consent procedure for the study. This is because this study was a retrospective, population-level data quality assessment that utilized anonymized and aggregated data. Thus, there was no possibility that any individual could be identified and experience subsequent harm. This study was approved by the Zambian Ministry of Health and carried out by the National TB and Leprosy Programme (NTLP) under routine programmatic conditions to understand the degree of undernotification and underreporting present in routinely captured and aggregated programmatic data.
