: This study was reviewed and approved by Makerere university school of Public Health Higher Degrees and Research Ethics Committee (HDREC) (protocol number 832). The study was also registered with the Uganda National Council of Science and Technology. Informed written consent was also obtained from all of the study participants. Prior to the interviews, the research assistants contacted the participants to provide information pertaining to the study, risks and benefits, and their rights as respondents. Afterwards, e-questionnaires with an abridged consent form were sent to the respondents. A respondent was requested to either accept or reject participation in the interview. For the qualitative component, an electronic consent form was first sent to the respondent followed by a phone call by either TS or STW to ascertain if respondents had the right information about the study and their rights as participants. Upon completion of the interview, respondents were asked to “whatsapp” or email a copy of the consent form. The consent forms were then stored on a hard disk, under lock and key. Participation in the study was entirely voluntary, and privacy and confidentiality were ensured during all stages of data collection. Participant names, titles and positions and organisations have been de-identified to ensure confidentiality.
