: Clearance for the study was given by the Regional Administrative Secretary’s Office, Dar es Salaam, Tanzania including permission for the data acquisition from the relevant District Council and the private suppliers. As an operational study, no ethical clearance was required from the National Institute for Medical Research other than approval from the regional authority. All methods were performed in accordance with the relevant guidelines and regulations (i.e. The Public Procurement Act 2011 and Regulations (2013), 2016 Amendments and Local Government Authority procurement regulations).Study participants were provided with information explaining the rationale for the study, their rights, confidentiality and who will have access to information provided. Informed consent was obtained verbally as approved by the ethics committee of the Regional Administrative Secretary’s Office and described in the approved study protocol.
