: Focus group and workshop participants, as well as key informants, were enrolled in the study via an informed consent process and provided both verbal and written consent to participate. Ethical approval for the study protocol was provided by the Office of Human Research Ethics at the University of North Carolina at Chapel Hill (study number 18–0783) and the Scientific and Ethics Review Unit at the Kenya Medical Research Institute (KEMRI; protocol number 634). Both IRBs necessarily waived informed consent for the mystery client portion of the study to avoid interfering with the study design.
