: No patient data were involved in this study. Accordingly, ethics approval is not applicable according to Norwegian law. Regional Ethics Committee (IRB) approval is regulated by the Norwegian Health Research Act. However, this study does not fall under this act as it does not “provide new knowledge about health and disease” (§ 4a) but is health services research. As no patients were involved (and no experimental protocols were used involving patients), the content of the research did not fall under the Norwegian Health Research Act, and no informed consent was required as no patient (data) was extracted to external researchers, no IRB (Regional Ethics Committee) approval was necessary for this study. All methods were carried out in accordance with relevant guidelines and regulations.
