: The study obtained approval from the Ethics Committee of Hangzhou Medical College. The stakeholder consultation process adhered to the minimum ethical standards of 1) anonymous data collection strategies to maintain a high level of confidentiality; 2) the key informants were asked to participate voluntarily; 3) verbal informed consent was sought from the key informants; and 4) no study materials contained names or other explicit identifiers of participants.
