: Authors confirm that this exercise was conducted according to relevant guidelines and regulations with respect to the Helsinki declaration. Survey participants were advised that participation was voluntary, and they were free to withdraw at any time. However, submitting the survey signified informed consent. TWG expert members were also advised that participation in the prioritization exercise was voluntary and indicated informed consent. Given the consultative nature of the exercise which involved consenting professionals in their work capacity, ethical clearance was not required.
