: The study procedures for the primary study were approved by Makerere University School of Public Health Higher Degrees Research and Ethics Committee (#392), Uganda National Council for Science and Technology (HS 2022), and the Medical University of South Carolina Institutional Review Board. The study was registered with 3ie’s Registry for International Development Impact Evaluations (RIDIE-STUDY-ID-56e1817442fbf).
