Ethics approval and consent to participate
: Ethical clearance for the study was obtained from Jimma University Institutional Review Board (IHRPGD/841/17) and the Amhara Public Health institute. A formal letter with the detailed implementation plan for the intervention was submitted to the Federal Ministry of Health and Amhara Regional Health Bureau and a letter of support was obtained from both of the organizations. In communication with the East Gojjam zone Health Department, district health offices and selected health centers were communicated through formal letter. Then, a 1-day formal orientation on the implementation plan was provided to local health administrators. A participant information sheet and consent form were developed and, before data collection, mothers were told about the objective of the study and oral informed consent was obtained.
