Ethics approval and consent to participate
: Ethical approval was obtained from the Research and Publications Committee of Muhimbili University of Health and Allied Sciences (MUHAS). Permission to conduct the study was obtained from the district authorities. All participants were informed about the study purpose and the procedures, and they were told that their participation is voluntary. Further, participants were told that they can withdraw from the studyat any time without any penalty as a result of their decision. The interviews were conducted after obtaining an informed consent from all participants. The individual information obtained in the interviews remained confidential and only seen by the study team. Moreover, the questionnaires did not include names of the respondents.
